Bases

I've seen several people use this base that I like, so I decided that I was going to use it.  However, when I tried to find the creator and the blank base, I found out that the blank base had been taken down (and its use thus prohibited) because one person did not credit the creator when they used the base. I completely understand asking the person to credit the creator and reporting the person if they refused to, but I don't see why the creator should punish everyone for that one person.  No one can make that person follow the rules, and even if they could, people should not be held responsible for people they don't even know.
On a side note (which is less important), I don't see why people should have to ask permission to use a base that is labeled "base" or "lineart", etc.  Isn't the point of it being a base that people can freely use it (provided they credit the creator and follow rules such as not making money off of it)?
